This probably has been asked a lot of times. Sorry for asking again.

Iranian tourist, 33 years old and He still hasn't bought his flight ticket.

Expiry date on Visa is 19 Nov but he wants to know what is the last date he can stay in Thailand so he won't be charged with overstay? Is it the expiry date on Visa or stamp date? 

stamp date .

You will get a 60 day permit to stay date when you enter the country.

That is the date when you must leave the country.

The reason I ask is someone at thai embassy in Iran told him he should exit Thailand before Visa expires. Although that person did not say anything about the stamp date.

Thai Embassy/consulate employees are often mistaken when commenting on immigration matters as it is not their field.  The permitted to stay stamp obtained on arrival (or extension of that stamp date) is what determines when you must leave, even if obtained on the last day of visa validity.

People ,even immigration officers , quite often erroneously refer to the leave by date stamp , as being a visa

it's not so much that embassy employees/immigration officers erroneously/mistakenly refer to permit to stay as visa. It's just that most travelers in the world are not as experts as TV members and they refer to it as "visa", so those employees/officers just speak in the terms the travelers use instead of wasting time trying to educate them. After all so many here are doing such a good job of it....

 

and to answer to the op: the date on the visa obtained at the embassy is the last date your friend can enter Thailand. On the day he enters, the immigration officer will put an entry stamp in his passport with the date entered + another date which will be 60 days after the date of entry. This is the date your friend must leave, or he can apply for an extension of 30 more days to stay
