Actually it is a great idea. Inept officials do less damage if they don't have to show up for work.

TM 30 , horrific road deaths and drivers, dual pricing, high baht, high cost of living yep that should bring in more Tourists, but then so many govt officials are unusually wealthy so for them yes have more holidays you can even stop the traffic so their motorcades can continue to their 5 star resorts and not a baht spent by them.

Do you really want to increase the number of tourists?
1. Eliminate crime (taxi drivers and bus drivers).
2. Convince the central bank to adjust the value of the Baht.

4. Eliminate many restrictions (drink alcohol during elections or other internal festivities).
5. Eliminate the two-price policy.

Perhaps he thinks if he gives them extra time off stuff might move more smoothly...He does have a point....????
