Phnom Penh – An Australian envoy has been appointed to lead a United Nations‑backed conciliation process aimed at resolving a long‑running maritime dispute between Cambodia and Thailand. The Permanent Court of Arbitration confirmed on Friday that Katrina Cooper, a seasoned diplomat and international lawyer, will chair the five‑member Conciliation Commission under the UN Convention on the Law of the Sea (UNCLOS). The commission is expected to hold its first procedural meeting in September. Cambodia initiated the process in June after Thailand withdrew from a 2001 agreement covering the contested zone in the Gulf of Thailand. The area, known as the Overlapping Claims Area, is believed to contain vast oil and gas reserves worth billions of dollars. Both governments see the conciliation as a potential path to unlocking these resources while easing tensions over boundary lines. Cooper, who has previously represented Australia in similar proceedings with Timor‑Leste, was chosen by the four conciliators appointed by the two countries: Denmark’s Peter Taksoe‑Jensen and France’s Jean‑Marc Thouvenin for Cambodia, and South Africa’s Albert Hoffmann and Germany’s Rüdiger Wolfrum for Thailand. Phnom Penh welcomed her appointment, calling it “an important step” towards peaceful resolution. Bangkok also expressed support, describing Cooper as an experienced figure capable of guiding the process. The commission will now set rules of procedure before inviting both sides to present their positions. It must deliver a report within 12 months, outlining any agreements or recommendations. While its findings are not legally binding, observers say the process could help prevent renewed conflict and foster cooperation over shared energy resources.
