Residence certificate and 90 day catch-22

So, it transpires that to obtain a residence certificate from Immigration at Chaeng Wattana, you need to have completed a 90 day report SINCE YOUR LAST ENTRY. It's not sufficient that you've completed one in the past.

 

So what happens if, like me, you're here on a non-immigrant visa but constantly travel in and out of the country for work, thus haven't done a 90 day report for ages? My embassy only provides residence certificates for use in my home country. So how am I supposed to obtain a residence certificate from anyone, save through an enforced 90 day stint in Thailand to fulfill immigration's requirement?
