Because the stamp granting the extension is a PERMIT.

 

A permit is what it is; extending permission to stay is what it does.

I'am now on a o visa and in the past did border runs every 90 days. Was not aware that you had to have 400k for a new O visa. Is this true? This something new??

Depends where you apply. You still don’t need 400K in the bank if applying from Savannaket, Laos.

It is a form of visa.

 

Ultimately the reason a foreigner gets a visa is to gain permission to be in a country for x time. The Permit issued by Thailand extending a stay does exactly that; therefore it’s a visa.

Your definition of 'Visa' is incorrect. Where did you take it from?
