Perhaps you should scale back a tad and focus on a 1 year plan.

 

No Government continues the plan froth previous Government, so anything more than about 3 years of trough feeding is all you should be looking at.

 

...he does have an unusually large head.

 

 

The 20 year plan is enshrined in the constitution which will be protected at all costs.

In muang Thai constitutions aren't worth much. One that lasts up to 20 years is a bit of a rarity.  In this case it would be an excellent idea to kill off this 'constitution'  written and approved by a bunch of undemocratic dinosaurs.
