Quality of tourists leads to a higher quality of life for everyone in the industry, and less crowded conditions on the ground. The racist administration, and the highly xenophobic immigration department, have done a great job of chasing away quality tourists, and are stuck with low baht, lower or lower middle class tourists, without much spending power. Nearly everyone in the industry is suffering. Thailand is simply not able to attract many wealthy tourists. Sure, it is true that the Indians and Chinese spend alot per capita. Unless you're impacted by TAT's policies, you're likely to think of "visitor" and "tourist" as synonymous. They have the same connotation. The Thai economy is contracting HARD because of how Thailand is treating tourists and foreigners in general, and the dual-pricing schemes don't help matters much. What I can tell you is that most people who live in touristic places hates tourism unless they are personally benefitting in some way from it. My hypothesis is that this particular subset of tourist who are now making up the majority of the visitors simply don't notice any difference in the air quality when they step off the plane.
