I wouldn't WANT to be on a planning teams here in Thailand. My knowledge of railways as a professional is very little but I do have some experience in planning cellphone systems in a number of countries. The planning is much the same as you are basically doing a roll out so you need to know what you want, when you want it and where you want it.

 

A lot of it boils down to commonsense and the willingness to ask questions and ignoring about face and corruption.
