One of the greatest ploys of government to shut the public up on any issue, is to form a committee, preferably a cross party one, headed by a member of the opposition. That way you give the appearance of doing something, 

Interim report within 6 months, call witnesses, fly across the country for sittings, final report parliament 18 months after the interim, by that time the matter has been forgotten about,, or change of government occurs. Report remains untabled.
