Right. So. Filling in the gaps in your knowledge, which is painfully wanting, The Republic of China was formed in 1912 when the Qing Dynasty ended. It included Taiwan and all of the mainland previously ruled by the Qing.

 

The civil war was between the communists and the kuomintang and ran from 1927-50, with interruptions from a little occasion called WW2 when the two combined to unsuccessfully fight off the Japanese. Eventually, Mao's communists defeated the kuomintang who fled to what is known now as Taiwan which wasn't a country but part of the wider RoC. The kuomintang still proclaimed themselves to be the rulers of China but from Taipei instead of Nanjing, the old capital city.  Thus in both sides eyes Taiwan was theirs.

 

Either way, RoC was the forerunner of modern China as opposed to a distinct entity as it is seem by some now, including yourself. It was excluded from UN in 1971 and it's seat was given to PRC and has diplomatic relations with Joe Nobody. It's government still ludicrously claim to hold sovereignty over PRC.

 

So there is no question that those ships were given to China, mainly to protect it's interests in S China Sea. And that's the way it stayed until oil was discovered.

You asked for proof about who originally made the 11-dash line claim in the South China Sea. Definitely not the PRC. If the Kuomintang had prevailed on the mainland, the US would not have made noise about China's SCS claims today. Further evidence about the involvement of the US:

 This is as exciting as the Nort Korea deal!

Got a deal by bullying China into doubling it's US agri imports from 20 billion to 40 billion. In a tariff war that is only benefiting America..... many others are hurting because of them!!!

Australian agri exports to China will no doubt slump as they will have to buy more from the US thus reducing Australian imports!!!
