Soliciting Advice: Big Condo at fault for damages

The condo construction was not on the school premises, the school does not have any responsibility over the netting on another property or authority over how it operated!  Those responsibilities are not "pretty standard" for any third party.

If I had responsibility for children at a school I would see the perimeter of the school is constantly inspected for issues an dangers. Noting that the construction site had no netting to catch falling debris I would notify the company in writing and file the paperwork at the registrar. I would then go to the police and notify them.

 

As far as I'm concerned, short of a plane falling out of the sky, schools are responsible for their students.
