Getting a small rock under/embedded in a wheel can force it to stop moving and scratch the surface as the cart is dragged. I've seen the same thing happen in my home country. 

It has happened to me with wheeled baggage in an airport as well.

I will probably be castigated for my comment but I hope you are not teaching the English language because there are three errors in your comment, i.e. heels not heals, divots not divets, and a divot is a piece of turf cut out by a club when making a stroke.  Maybe you do not play golf though so would not know that.

Which scratch is it?? The white one or the greeny one. I just ask as one is at 90 degrees to the other. Which makes me question what or how this happened. If it happened at all.
