A legendary and heroic feat of arms which will no doubt be the inspiration behind this current campaign to defeat corruption...

Well of course but if you have some contact with high level / mid level public servants (all flavors) you will notice that many / most laws, regulations, policies, directives etc., are ignored or interpreted so that they suit the interpreter.

 

And in 99.9 of cases lower officials / employees say nothing, they wouldn't dare.
