Getting A Non-immigrant B Visa In Hanoi

I volunteer for an organization (NGO) up north. They are trying to get me a one-year volunteer visa, but apparently you need a non-immigrant B visa first, which, of course, you have to get outside of Thailand.

I may be taking a trip to Hanoi later this month. Does anyone have any experience about getting a non-imm visa in Hanoi? I was just in Vientiane last month with all my paperwork. But after I had waited in line for a while, they told me I needed special approval from the State Department in Bangkok. They were also very upfront that the policies vary considerably among the various embassies and consulates, which was nice of them to admit, but didn't help me get my visa.

If I am going to Hanoi, but am going to be greeted by another surprise like this, I will just skip the embassy there altogether.

Anyone know anything?
