Even if your lab deficiency argument were true (and there is a lab where I live in Chiang Mai) obviously in the case of deaths, which represent a fraction of actual cases since most people survive covid19 anyway, it would certainly be possible to test the small number of deaths. So the figure for deaths would be a A LOT more accurate than the number of cases.

In the rural areas,Β the body is just cremated.

Thailand has finally admitted to 11 local transmissions. They are in the WHO reports. You will not see them referenced in Thailand. Do you think there was any thorough tracking and subsequent isolation of contacts? I don't.
