Several times over the past 2-3 years I've been on a crowded flight into Bangkok, but only around 50 people have been there collecting bags after immigration. So yes, you are right.

if its got a SIM and connects to  a cell network...they can track you !!!!!

yes but it's only approximate though with triangulation of the current ping cell towers in the area
