I'm aware that there is illegal gambling going on in most places but there are not "betting offices in every other street" which suggests something official and unhidden, that was my point.   

 

Your claim that they are "mostly run by the police" has no evidence backing it, I take it? I'd agree, though, that the police probably have their palms greased to avoid raids but that is not running most of the gambling businesses.  Gossip, rumour or hearsay such as seen here every day, for example, isn't empirical evidence.
