Was he wearing a badge that said 'tourist'?  Lots of Thais with Chinese heritage. Like that story of a Chinese tourist taking a dump on the street that turned out to actually be Thai. 

My Mia has seen this on Thai Television , he is a thai national and was arrested already ...
