Have a multiple entry non-o visa that will expire on March 27. Got a stamp that is valid until May 8th. Can I apply for the extra 60 days (new rule) even after my visa has expired?

there is no new rule. You can still extend normally a further 60days while going with your wife to Immigration , must be the province in which she has residency. 

There is no new 60 days rule.

I'm talking about the fact that you from April 1st can extend your visa by 60 days in an immigration office in Thailand because the closings of Thailand's borders. The question remains...

post link, you can get 30 days with a letter from your embassy see here -

No, I don't mean visa exempt issues at the border. From April 1st you can extend your visa stay by 60 days at an immigration office. 1.900 baht as usual. Now, can I do this even though my visa has expired? Please remember that my stamp in my passport says May 8th.

Afaik there is no such rule. Can you provide a source for it?

If you are married to a Thai you can get 60 days for this, in case you didn't get one already.

My wifes tb and family home are in udon Thani, we live at a rented apartment in Bangkok. Can we do the extension at CW?

You can apply at CW for the extension. You do not have to apply for the extension where you wifes tambien ban registry is for.

You will only need proof you are living in Bangkok.

Embarrassing. I can't seem to find the source of what I wrote about above. I must have misunderstood the whole thing. But my question basically remains: Can I get an extension of my non-o visa even though it has expired (but my stamp in my passport says that I can stay longer)?

You are extending your current permit to stay in the country you got from the visa.  Visas are not extended.

Once in the country your visas validity means nothing.

I trust you understand that you cannot apply for the 60-day extension until closer to the expiry of your current permission to stay in May. Nor should you want to. The immigration offices are overwhelmed right now, and it is likely that safer and more comfortable ways to extend will be available in a month or so.
