I wonder if anyone can throw any light on this:-

 

Could an expat retiree here , presently visiting home country, in this case a Dutch national  (married, spouse, house here), with a re-entry stamp, return assuming flight availability, with a health certificate and travel insurance, i.e. not the  specified $100,000 insurance.?

You say, "married, spouse". Do you mean "married, kids"? 

I believe under the Constitution, they can't refuse the father of Thai citizens entry, unless you have committed a criminal offence.

Only Thai citizen, foreigners with work permit and diplomat are allowed to board plane to Thailand. 

The clear answer, is unless you can meet the requirements in the decree and have whats required, No you can not.  Even PR does not get you back with the borders closed.

Many thanks for all responses and to Thailand Ryan. I will pass the "Travel advice etc..." on to my colleague in Holland.

 

It seems pretty clear, as he thought, a no,no. Just worth checking.

If his wife is Thai I suggest he contact the Thai embassy in the Hague about the possibility of a waiver shown in number one of the posted above. Or have his wife call them that might get more attention from them.

It states this under number one. "This does not apply to passengers with a waiver from Prime Minister or People In Charge of State of Emergency."

I have young children in Thailand, but they won't let me enter.
