It's actually a 'residence permit' issued by the Public Security Bureau to foreigners as a means to stay in China.

They used to be issued in increasing increments of time dependant on your continued length of stay. i.e. 6 months, 12 months, 2 years, 3 years.

 

They do not give you 'permanent residency' status, rather a right to reside legally.

Perhaps off topic, but as I was sat in the dark, hot, bored and being bitten, during a 2 hour power cut last night, I lost the sense of 'living the dream'.......

If in the boonies - backup gen is a must - long power-lines and many trees to fall into them.
Elsewhere (and in the boonies) - phone battery-bank and 4G backup + a battery-powered fan.  Even a small fan can make a big difference.
Hardcore - thermopile candle-powered USB-charger (can build one for fun - they really work, and beats hand-spinning some charger-thing).
