THAT only measures the volume of the block.  Using that measurement  you then need to determine the specific gravity of the block and compare it with the specific gravity of gold.  SG=Weight/Volume.  (SG = weight per unit volume)

Yes, you are correct keithathome.

 

Get the displaced volume measured and work out the weight of the bucket with the block of gold. Gold is 19.3 times heavier than water, so easy to see if it's a gold block or not.
