Processing time for Volunteer Visa past visa amnesty deadline

I am about to start a Volunteer Visa application with an agency.

Agent says processing time is 1 month, but if I start the process before the amnesty expiration date (July 31) then I don't need to worry about overstaying, as I will be covered somehow. And it won't be considered overstay/illegal.

 

Is this true? Or is this agent trying to milk my bahts?

Once immigration accepts your application for a Non-O visa, you will get an "under consideration" stamp that allows you to stay until the application has been processed.

 

So it's conceivable in principle, but I don't know if immigration will accept an application from someone on amnesty and that late. The agent might or might not be able to give them sufficient incentive.
