    I'm not sure if Thaksin actually stays in Montenegro, he did buy the passport (after which the country was forced to suspend the citizenship by investment program), it's a small country for a billionaire to play in.

    They got too much bad press because of Thaksin. It's a residence permit for investment now, followed by possibly gaining citizenship later.
