Is Shisha legal or not?

A friend of mine likes to smoke Shisha. I have heard of closed bars in the area of the Marine Plaza hotel about this. But on the other hand it is provided at many bars at the Tree Town area and this for a very long time already. Is Shisha allowed or prohibited? Seems to be allowed otherwise I don't understand what has being going on for a very long time at the Tree Town area. It is hard to be ignored. So it seems to be allowed. Or not?

I had the same information. But it doesn't seem to be enforced. I just make a monkey out of myself if I say that it is not allowed and at the same time it is provided openly at this Tree Town area every night at very many bars. So it seems to be allowed. It can't be not overlooked by the police or City Hall. So I guess it is allowed - at least in Pattaya.

I am shocked. I didn't know that it is illegal to wear shorts without underwear. Do you have any link to the law?

I have learned that Pattaya is free of prostitution if I remember correctly at 2 occasions. But there was never ever an announcement that it is free of Shisha. So it seems to be allowed at least in Pattaya. If it wouldn't be allowed like prostitution it would not be allowed to happen - or? So far they didn't say that Pattaya is free of Shisha. At least as far as I can remember.

Your friend can smoke as much shisha as they like here.  Just remind him that he is exposing himself to extortion from the BiB, which would make for an expensive shisha.

What in the hell is BiB? I know carbon monoxide that makes smoking Shisha unhealthy. Can BiB even be worse? But again - hard to believe any negative implications since the local government would be responsible if laws are not enforced. I am convinced they would never allow anything like this.
