That's what happens when a society is reactive.

That's what happens when police spend all day in air-con office playing candy-crush on phone instead of learning the road rules and then enforcing them

critical comments including some that suggested "the police do nothing".

RTP makes noises about black-out windscreens; excessive speed; drunk driving; polluting vehicles; loud motor bikes.  Then they gather in gangs to 'fine' students without helmets or licences and DO NOTHING about the other offences.

Reasonable bet you could throw in no licence, no insurance, no road tax, bald tyres.

Perm' any two from four above.

Don't know about it being a "reasonable" anything, sounds more like unreasonable, uninformed, Thai-bashing speculation.

My wife had a fender bender last week. It was decided that she was to blame, although it was really 50/50, because she had 1st class insurance and the other car had no insurance at all. Not Thai bashing, just stating the bleeding obvious.

"...just stating the bleeding obvious".

It is not, to use your words, "bleeding obvious" that the driver of the pickup in the OP "had no licence or insurance, or that the pickup was not taxed and had bald tyres"

Your wife's alleged experience is of no relevance whatsoever to the condition of the pickup in the OP or the legality of it's driver, you were Thai-bashing.
