It was just a suggestion as an option when it will possible to enter here without any restriction or if they allow retirees to enter the country by getting a certificate of entry.

At this time you cannot apply for any visa unless you qualify for a certificate of entry.

At the moment you can only enter Thailand if you're working here or are married to a Thai but it's rumoured that Thailand Elite members will be in the next tranche of people who can enter so if you're keen to do it as quickly as possible & are happy to spend 500K for 5 years or 1 Million for 20 years then that's probably your best bet.
