Well, apparently this 90 day visa is renewable up to 270 days a year, which makes it suitable for people who wish to spend 3 quarters of the year in Thailand, and a quarter of the year back home (or anywhere else), I think it's a great idea!

It is certainly not a retirement visa.

It is only a tourist visa for a specific reason meant to attract some people to stay during the covid 19 outbreak. Those able to get one will be entering with a certificate of entry and go into a 14 day quarantine after entering the country.
