We have a close friend who is married to a Thai woman and they both have a young 6 year old girl. His last known address was in the Chokchai Garden Home area, although we do have his full address. Until about 2 years ago he would contact us about once a month. But since then, nothing. I have emailed him, contacted him on FB and rang his mobile, but no response. We are worried that he may have passed away, although he should still be a fit and healthy 67 year old. 

Any recommendations of how to get the authorities to check out if he is still alive.

One would believe, that if he is a close friend, like the OP states. They would have his address both in Thailand and in his home country which I believe is UK. As well as home phone number. At least I have that to my close friends.

Do you know the full name of his wife or child?

Anyway, you or a Thai contact the police where he lives and explain the situation I am sure they can 

try to make contact as his last known address.

 

Good luck.

Your first port of call should be his embassy. The Thai authorities will be almost useless without some inducements, and even then there's a good chance they'll just trouser them and do nothing.
