My library membership (in USA) expired a while back. 

 

The library won't let me renew online unless I have a USA IP address. 

 

How does one get around this hurdle?      Do I need to use a VPN or something?    If so, what is the best free VPN to use?

To get a US IP while not in US, yes. If you're using Firefox, I suggest Windscribe; it's available as a browser extension, and I just checked that it has some free US servers.
