As always the failings come from the top. Quite astute... So in this instance of Covid, wearing masks became the norm, while respecting road laws is just not going to happen. As I have written before, the only strategy that works, is creating FEAR. So Thais feared Covid, so they modified their behaviors. Not fearing the police, no change in behavior. The reasons people don’t drive at 100mph on the motorways in the UK is not because we are any more mentally advanced and self regulating... its because no one wants points on their licence or a fine - the active enforcement and penalties are effective. It saves lives. The reasons many in the UK don’t drink and drive is not because they are considerate human beings, but because they don’t want to get caught - the active enforcement and penalties are effective. It saves lives. Active and effective enforcement of the rules saves lives - Thailand doesn’t have active and effective enforcement of the existing rules, the roads are a free-for-all and thats why the road death toll is so high.
