Possible, depends on destination countries setting rules. I think that countries like Thailand could make it mandatory for people to be vaccinated if they want entry. 

I believe any country with a desire to protect it's people (and it's economy) will prohibit all entry from non vaccinators. IMO that will be all western nations at a minimum...
