So I can order a drink at a restaurant to take home but I cant drink it right away?

My wifes friends take whisky & soda to the restaurant to drink disguised in a

"popular plastic bottle with a tea label".

Correct.  It's to stop restaurants acting as bars.

I think it's the other way around as many small bars started to sell food so they could remain open because bars where ordered shut .

I did not realize that Covid was so clever it could tell the difference between a bar & a restaurant

nor the side affects of drinking alcohol in same as opposed to home

It's about the lack of social-distancing in bars and restaurants when people are drunk.
