Is there a Covid-test requirement for renewing retirement visa?

I am going to renew my retirement visa, for the fifth consecutive year. The rules seem to change arbitrarily, so I am wondering if I now need to have a Covid test in order to renew?

That is correct since immigration does not issue visas other than a few single entry non immigrant visas based upon a specific reason.

Yes, the visa which you originally used to enter Thailand in the first place is now long-expired. Immigration will only have an interest in it these days if it was of the non-OA variety, meaning that you are subject to the minimum 400k inpatient/40k outpatient health insurance requirement.
