Adiudon
I have never seen cement mixers for hire, small ones start around 10,000B to buy, for the amount you are needing I would just buy a big mixing bucket for 350b and mix it yourself, good exercise too. Ive mixed loads for my garden projects, for larger quantities use ready mixed, costs about 1600b per m3, minimum delivery is 2 m3. Loads of how to videos on YouTube to get the correct mix ratio for the strength of concrete you want.

Yellowtail
Those big black mixing trays/bucket do work great for small batches...
Andy from Kent
I can't recall ever seeing any place that rents anything. Not even a video store rental. Can anyone think of any kind of rental available here in Thailand? Please forget about bringing up ladies as that'd clearly be OT.

There used to be a video rental store next to the Bulls Head in Bkk about 15 yrs ago. The way I have seen some local builders treat tools, l can understand why no place rents them out.

The only building related items I have seen for rent is the bolt together metal angles used for forming concrete posts & the larger plates for shuttering. I came across a website that rents industrial sized construction equipment, it was a while ago and you could only find it if you have a knowledgeable Thai with a construction background, the usual long haired translators don’t have the specialist language needed to do the search
