Marijuana is slang for the drug produced from the Cannabis plant. The leaves are discarded in the drug producing process. So, should the title not read "Cannabis Shabu-shabu Is Legal", because "Marijuana Shabu Shabu" is definitively not what they are marketing here.

"Marijuana" not a drug produced from cannabis marijuana is cannabis.  It isn't slang, marijuana is any part of the plant that can be smoked, eaten, processed, or used in any way to get high.  Plenty of people smoke or eat the leaves when they run out of buds, or if that's all they can afford.  

 

If leaves are added to shabu shabu for a gimmic, it certainly can be considered "marijuana".

 

What do people think when they see this symbol?  Would anyone familiar with it think "Oh my, that's incorrect!"?

Wikipedia: "Cannabis, also known as marijuana (Spanish pronunciation: [maɾiˈxwana]) among other names,[a] is a psychoactive drug from the Cannabis plant used primarily for medical and recreational purposes."

There are no psychoactive substances in the cannabis leaves which they use in the menu, so obviously it's not marijuana.
