I've been wanting to start working for some months. Details: I entered Thailand on an ED visa (now on COVID extensions)—and although it should be possible to do "30-day extensions based on working," apparently, those on ED visas are usually refused the work permit approval letter.

So with the hotel quarantines in Thailand possibly being 10 days in the upcoming months, I'm thinking of finding a job, gathering the needed paperwork, and travelling to a neighboring country to get a B visa (the traditional way). I'm looking for countries where the hotel quarantine is the shortest and/or least expensive.

What are the countries that currently allow people to enter (with hotel quarantine), with a Thai embassy that can issue a B or other visas?

A 30 day extension based upon working does not exist.

You will find that many embassies and official consulates require you to be a citizen of or a legal resident of the country where they are located to apply for visas. 

Not only can you not easily enter any nearby country, there are usually also no scheduled direct flights available. Which makes the process even more expensive.

Quite a few people I know were pretty much forced to fly to their home country to apply for a new Thai visa. Even that isn't always easy, say if you happen to be from Australia.

Tell me about it.  It's amazing to think how quickly peoples' problems could be solved if the borders were open (done in a day or three depending on the situation).  Instead they face the prospect of flying half way around the world and spending many weeks and an absolute fortune just to do a "border run".

Yeah. It's also a lot of money lost—for the person, but also Thailand. Leaving and then back, depending if you also have to do a quarantine in your home country (with plane tickets and everything), can in total cost over $4000.

That's money that could have all been spent in Thailand. Although, it's not that much for the whole country, it's still 125,000฿ that could be given to a few businesses here in Thailand.

Let's hope the COVID extensions continue until borders are open!

The embassy responsible for it is the one in Argentina.

The above words from the OP includes "neighboring". Uruguay isn't around the corner.
