COE for nanny & kid with parent's consent letter?

Hi, does anybody has an idea if COE would be issued for nanny and 1.5y child travelling without parents (with notarized parent's consent letter)?

 

Nanny and child are USA citizens, currently in China, and Thai consulate is useless...  COE application is online, but it needs insurance and they are not even sure if they can get COE at all, so they would first like to know if they are eligible for COE, before purchasing the insurance... Any ideas? Thanks.

 

(ASQ hotel already confirmed they are eligible for 10-days quarantine, with parent's consent letter)

With parental consent I see no reason for their to be a problem.

Since both are US citizens they could enter visa exempt and get a 45 day entry that can be extended for 30 days.

It seems you have the quarantine arranged but you need to confirm it will only be 10 days.

Thanks @ubonjoe, OK then they will purchase the insurance and apply COE (separately, it seems).

 

ASQ was only inquired, they confirmed it's 10 days, and OK for nanny+kid with parent's consent letter.
