Could anybody answer which thai embassy is fast and easy to provide the non-b visa?

I know this sounds daft but it is an option I considered earlier this year.

Singapore Airlines to London, train to Hull, get B visa, train back to London, back on the plane the same night. It can be done. It can also be done on middle east airlines via Manchester as well.

Not very nice, but quick. Add in a day extra and you can get a new passport as well !
