Secondly, if he wins is there a chance this ruling might be back dated? I had a short stay in a public hospital last year and had to pay a fee that seemed a bit high. I was unaware at the time of these 4 different pricing tiers. Could I and many others be potentially due a refund? I disagree. Example: You have an accident and are unconcious when taken by ambulance/rescue workers.
