INN reported that Thailand's river police had stopped a vessel carrying 1.2 million liters of illegal diesel and arrested a captain along with eight crew members.

The police had been tipped off about the shipment from an informant.

The diesel would be distributed in the upper area of the Gulf.

It was contained in a ship in the Chao Phraya river with the name MITA 1.

Nimit the captain and his crew were detained.

There was no paperwork relating to either the ship or its cargo, said the media. It was forced to anchor in Samut Prakan.

The fuel was subjected to tests to determine its origin and it was found by markers that it was supposed to be exported and could not be reimported for domestic consumption.

From the photograph it looks like "red" diesel which is used to power off-road vehicles such as in the agricultural and construction industries. For reference (Google):-

Why is red diesel illegal? Red diesel is illegal for on-road vehicles because it's not taxed. Federal and state governments have strict standards in place about its use in on-road engines. Distributors and fuel retailers cannot knowingly supply on-road vehicles with this type of fuel.

IE. It is a money making scam!!

Take another look at the photo!

That is red paint around the inside of the inspection hatch you are seeing.

I also think the law you are quoting is applicable to the US no such thing as red diesel here.

What is it that you're saying  is a "money-making scam"?    There's no "scam", there is just illegal selling of the diesel.

OK Photo Inspectors, take a very careful look at the photo. I hope you can see that is not a drum or barrel but the opening of a hatch. See the swing-away top off to the side? And I don't believe any fuel is depicted in the photo as it is further down that big opening. As for red fuel and agricultural use, there is no such distinction in Thailand. Apparently though there is something similar for export only.
