As percentages of populations that are fully vaccinated (2 off) increase, one would expect them to be a bigger component of new infections. Although what is being said has basis, the UK too shows new infections is flat, or even increasing slowly, and the increasing percentage of fully vaccinated is not holding it down. Likely it emphasizes how necessary booster/3rd vaccinations are needed after time. The numbers of those are still low in UK and Germany. (34% in UK, less in Germany). Vaccinations are claimed to prevent serious illness more than infection.
