Chana protesters agree to end rally after cabinet amends published resolutions

Protesters fighting the industrial estate project in Chana district of Thailand’s Songkhla province agreed to return home this morning (Wednesday), after the cabinet decision to suspend the project and to assign the National Economic and Social Development Council (NESDC) to run the strategic environmental impact assessment (SEA) was finally published in the government’s website last night.

 

Prasitthichai Nunual, secretary-general of the coordinating committee of Civil Society Organisations of Southern Thailand, representing the protesters in negotiations with the government, said that the protesters were not satisfied and vowed to carry on with their protest when the cabinet resolutions, initially released at about 7pm last night, did not include the Chana industrial estate issue.

 

He said that the protesters would not trust the government unless they see the cabinet decision on the Chana industrial estate published in the resolutions, because they do not want to see a repeat of the memorandum of understanding (MoU), which was agreed between protester representatives and then Deputy Agriculture Minister Thammanat Prompao in April, but was rejected by Prime Minister Prayut Chan-o-Cha, claiming the MoU had not been endorsed by the cabinet.

Chana industrial park protesters head home satisfied with Cabinet resolution

BANGKOK (NNT) - Locals from Chana district in Songkhla who have been demonstrating in Bangkok for the past couple of days have expressed satisfaction with the Cabinet’s resolution to delay the commencement of the Chana industrial estate project in order for a Strategic Environmental Assessment (SEA) to be conducted. The demonstrators have now left their protest site to return to Songkhla.

 

Members of the Chana Rakthin Network were seen packing their belongings as they prepare to return to Songkhla after having camped out for days in Bangkok, first outside the UN ESCAP office and then on Phitsanulok Road near Government House. The area has now been opened to regular road traffic.

 

Prime Minister Gen. Prayut Chan-o-cha relayed a message through a government spokesperson, thanking the locals for their understanding of the government’s workings and for acknowledging his sincerity about addressing the plights of people in Chana district.

 

The Cabinet yesterday (14 Dec) assigned relevant government agencies to conduct an SEA for the planned industrial estate, with input from academics, experts, public sector representatives, and locals. Suggestions from the Chana Rakthin Network and results from a fact-finding committee will be taken into account alongside the SEA.

 

The Office of the National Economic and Social Development Council (NESDC) has been assigned the role of conducting the SEA with the help of local universities. Deputy Prime Minister and Minister of Energy Supattanapong Punmeechaow has been tasked with overseeing the SEA.

 

The Cabinet resolution also has the effect of putting a halt to all of the public hearings on the industrial estate’s environmental impact assessments, being organized by TPI Polene Power Plc, until the SEA is concluded. The public hearings had earlier been a point of concern for the Chana Rakthin Network.
