Visa for Caregiver: USA

A friend residing in Thailand has recently been diagnosed with a terminal illness. 

He has a residence in Hawaii and will probably return there in the near future (if possible) as better medical care, especially palliative care is more available.  

His GF has stayed with him and nursed him tirelessly since the diagnosis.  If possible, he would like her to be able to accompany him to Hawaii and continue to be his caregiver.

 

Do US visa policies make any kind of accommodation in this sort of situation?  Can such a visa be issued on humanitarian grounds?

 

Have any readers themselves had this situation or known someone who did and can relate any details about their experience applying for such a visa?

 

Any recommendations for a specific visa agency adept at this sort of thing?   My friend is currently in Bangkok.

As she is only a GF, there are no means outside of the normal channels to get her a visa.

 

If she doesn't own land, work, have anything the US embassy would deem to be a "guarantee" she would return tp Thailand, a tourist visa is out of the question.

 

Fiancé VISA or Marriage visa, however, those take a lot of time. 

 

Sorry to say even an expensive US Immigration Lawyer could not guarantee to get her a VISA
