I read somewhere the owners recently lodged some kind of appeal (perhaps posted in a brown envelope, I don't know) against demolition, and petitioned to be allowed to complete it.

Prior to Covid it already was a "hub" for tourism.  15th most visited city in 2019 and those above Pattaya on the list are far larger cities and in some cases are whole islands or whole countries.  Just go back to business as usual and prosperity will return.  RANKED: the Most Visited Cities Around the World in 2019 (businessinsider.com)
