It is available in Thailand,  but only very few doses have been imported.

You cannot just buy it (i don't think you can buy it in any country).

Accessible through the hospitals. 

 

I would be very surprised if they would give it to a non-masking, unvaccinated farang. But you can just call one of the usual international hospitals and ask their pharmacy whether they have it and with which amount it will appear on the final bill.
