I will be leaving the country soon so I want to transfer ownership of the bike to her name and have it shipped up there. Can I do that without having to attend when the transfer and paperwork is being made? Assuming I have filled in all the correct paperwork, signed, and have it sent to her etc. I read somewhere that there are new rules in place where both seller and buyer needs to be present to be able to transfer ownership.
