My guess would be - Thailand ????

I was sure when I saw this construction marvel that they were going to lay another concrete road base to bring the road up to the drains level. 

Not a strange idea when you have witnessed Pattaya's contemperory Engineering works over the last 30 years.

Thinking like a Pattaya Engineer I would just plant trees in these drain spots and widen the footpaths so cars could drive there. 

Must be in the plans because they both stick up the same. 

The Thai mentality of not worrying today about what might happen tomorrow is incompatible with engineering.

honestly I didn't know they had civil engineers, it appears everybody and anybody is an engineer in Thailand, had to change a broken faucet asked the management to refer somebody and they told me the engineer will be there in the afternoon, to change a faucet for God's sake why an engineer, 2 weeks ago needed to change a lock as the key broke inside the lock, again they called an engineer... could have done it myself but I am not an engineer nor do I have a work permit... how they got to be engineers is anybody's guess
