One way to stop scammers is for the phone companies and the police to monitor large volumes of sim card being sold and used, it is the ABC of seeking out gang's activities...

I was under the impression that Thai SIM cards had to be registered and that each person could only can buy a maximum of five SIM cards from each of the mobile phone service providers.

I would not feel any sympathy if one day they cross the wrong guy and their call centres are blown up or burnt down as well.

The main Indian call centres are based in Kolkata.  They must be paying off the local cops.  When the cops are given highly actionable verifiable proof including video and addresses hardly anything ever happens.

There are plenty of videos by scam baiters on YT.

"Call centre scam gangs, many of them operated or financed by Chinese nationals, hire Thai staff and use SIM cards registered in other people’s names to call potential victims"

So the Chinese are 'at it' again, must be almost a dozen posts very recently about Chinese criminals?
