Yes. 

You may need a SIM with phone connection to receive OTPs from some apps, although there is usually an email option.

it depends, for example Krung Thai Bank app does not work via WiFi because it wants to see the SIM card "for security reasons".

If the tablet runs an Android or iOs the respecting apps will work.

For Thai banks:

But as already mentioned, to do transactions you need a separate device that receives SMS to your registered phone number.

this is what it says when you have no SIM installed

To activate Thai Banking on your tablet it has to be done through Mobile Data....wi-fi will not work.

with a VPN it is. unless of course the WiFi server and/or the bank refuses VPN connections.

a public VPN is not safer than public WiFi
